    (ii)Election:-Election of members must be free and fair. Electioneering campaign must be modest. Electoral malpractices of all kinds must be discouraged

    (iii)Timing:-Election must be taken at specific intervals to avoid tyranny and encourage new breeds that would like to venture into politics

    (i)There was centralised administration under the governor - General based in Dakar for all the French speaking west Africans with the colonial minister in Paris at the centre

    (ii)No local assemblies , rather those Africans accorded French citizenship were elected into French National Assembly in Paris

    (iii)Dual citizenship:-Members of the communes were not only citizens of their various countries but also citizens of France

    (iv)There was the existence of an executive council for each of the regions with African appointed ministers

    (v)National Assemblies were created in the various colonies

    (ii)Permanent Incapacity of president:-The president shall cease to hold office if two third majority of all thy members of the executive council of the federation passed a resolution supported by a report of a medical panel that he is suffering from infirmity of the body or mind which has rendered him permanently incapable of discharging the functions of his office.
